All Jobs  >  Utility and Compliance Specialist Annex Group LLC Apply Utility and Compliance Specialist Fully Remote • Remote Worker - N/A Apply Description POSITION OVERVIEW: This position is responsible for overseeing multiple critical functions across an affordable housing portfolio, including HAP (Housing Assistance Payments) processing, rent adjustments, LIHTC compliance review, and utility/submetering management and revenue performance monitoring. The role requires strong LIHTC knowledge, attention to regulatory compliance, and operational oversight from construction through property management. In addition, the role supports revenue intelligence and financial performance by monitoring rents, utility allowance impacts, subsidy, and market conditions to ensure properties optimize revenue while maintaining compliance with LIHTC requirements. Key responsibilities include evaluating and posting HAP payments and submitting for increases timely, maintaining a positive relationship with the various housing agencies, conducting compliance file reviews ensuring submetering systems are implemented and monitored from construction through lease-up, and coordinating with site teams to maintain proper utility allowances (UA) and compliance standards. This is a dynamic, multi-functional role requiring travel to properties, collaboration across development, construction, accounting, and site teams, and hands-on management of both regulatory and operational processes. ESSENTIAL DUTIES Include but are not necessarily limited to the following: HAP / Rent Payment Administration - Process and post HAP payments for HUD-assisted and LIHTC properties. - Prepare and process rent increases and renewal adjustments in compliance with program rules. - Coordinate with site teams to ensure timely submission of required documentation. - Maintain accurate records of HAP payments, adjustments, and reporting. Compliance & File Review - Conduct on-site compliance file audits to ensure LIHTC, HOME, and other affordable program requirements are met. - Review initial certifications, annual and interim recertifications, and supporting documentation for accuracy. - Travel to sites regularly to perform compliance checks and address any deficiencies. - Work with site staff to implement corrective actions and maintain compliance with state and federal regulations. Utility Management & Submetering Oversight - Serve as the portfolio-wide Utility Manager. - Collaborate with Construction and Development teams to plan, implement, and document submetering systems from project start to lease-up. - Ensure submeters are installed correctly, monitored regularly, and approved by the applicable state agency. - Monitor utility consumption and maintain accurate utility allowance (UA) calculations for each property. - Provide guidance to property management teams regarding submetering operations, UA methodology, and ongoing compliance. - Maintain documentation related to submetering, UA schedules, and regulatory approvals. Revenue Intelligence & Management - Utilize designated revenue management software to optimize rents, occupancy, and leasing performance. - Partner with Regional Managers and site teams to ensure data accuracy and integrity. - Gather and evaluate feedback from Asset management and Property Management teams. - Monitor pricing performance and market trends; recommend adjustments to meet financial objectives. - Track results and review performance weekly with Property Management and Asset Management teams.  Cross-Functional Training & Support - Train site teams on HAP processing, rent adjustments, UA methodology, and submetering processes. - Serve as a liaison between site operations, accounting, development, and construction teams. - Provide guidance on regulatory and operational best practices across all functional areas. - Support continuous improvement initiatives related to process efficiency, accuracy, and portfolio-wide utility management. TECHNICAL/COMPUTER SKILLS: - Working knowledge of Yardi and MS Office software programs necessary - Ability and willingness to effectively use other job-related technology tools.
