About the position The Specialty Health (SH) Policy Specialist provides highly advanced (senior-level) consultative services and technical assistance to program staff, government agencies, community organizations, or the public. Work involves planning, developing, and implementing Specialty Health client services programs including Children with Special Health Care Services Program (CSHCN), Kidney Health Care (KHC) Program, and the Hemophilia Assistance Program (HAP). Performs an array of technical, training, research, planning, policy, program assessment, and administrative activities for assigned programs. May serve as lead for assigned projects, providing direction to others. Coordinates with both state and national external partners to ensure quality health services are provided to Texans. Serves as project lead in the evaluation of service provision and integration of new policy. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Responsibilities • Oversees the assessment, planning and delivery of client services statewide for the Children with Special Health Care Needs Services Program and additional Specialty Health programs as assigned. • Provides support to the Policy and Program Section Manager in the analysis, development and implementation of policy and procedure for the Children with Special Health Care Needs Services Program and additional Specialty Health programs as assigned. • Assists management as the project lead with developing and implementing effective techniques for evaluating provision of services and provides guidance to staff in the integration of new policies and procedures. • Develops, plans, prioritizes and provides training and technical assistance for the staff statewide supporting assigned SH programs to ensure quality service delivery. • Works with community and professional groups to coordinate, improve and create partnerships. • Other duties as assigned include but are not limited to actively participating or serving in a supporting role to meet the agency's obligations for disaster response or recovery or Continuity of Operations (COOP) activation. Requirements • Graduation from an accredited four-year college or university with major course work in public health, social work, health care or related field, required. • Three years of experience in public health delivery systems or in quality review of health care delivery systems, required. • Three years of experience evaluating policy and/or procedure development or improvement activities, required. • Three years of experience delivering training, education, technical assistance to public health stakeholders or members of the public, required.
