Job Function: Project/Program Management Group Job Sub Function: Project/Program Management Job Category: Professional All Job Posting Locations: Irvine, California, United States of America Job Description: The Director of PMO Excellence is leadership role within the Project Management Office, responsible for establishing, scaling, and continuously improving PMO standards, processes, and capabilities across a complex, regulated organization. This role focuses on enabling effective delivery—not by owning execution—but by defining how work gets done through clear operating models, governance, process excellence, and capability building. The position partners closely with R&D, Quality, Supply Chain, Marketing, Scientific Affairs, Regulatory, Finance, and other key leaders to ensure PMO business processes are optimized, simplified, and consistently applied, while maintaining appropriate separation between PMO processes, Design Control ownership, and project/program execution. The role serves as a strategic decision making for driving improvements in execution predictability, decision quality, and organizational effectiveness. Responsibilities - Define, deploy, and maintain an enterprise PMO Excellence framework, including standard processes, tools, templates, metrics, and governance models. - Establish and reinforce clear role clarity and accountability across PMO, Functional Leaders, and Governance Forums. - Drive process improvement, optimization, and simplification initiatives across PMO-related workflows, applying Lean, Six Sigma, and continuous improvement methodologies. - Lead the design and continuous refinement of PMO business processes, ensuring they enable effective planning, tracking, decision-making, and escalation without redefining or owning Design Control requirements. - Partner with Quality and R&D leadership to ensure clear separation between PMO business processes and Design Control ownership, including well-defined interfaces, handoffs, and governance checkpoints. - Define and operationalize clear differentiation between projects and programs, including criteria for classification, governance expectations, cadence, and success metrics. - Enable effective program-level governance and integration, ensuring programs remain aligned to strategic outcomes while projects maintain disciplined execution. - Develop and execute a PMO training and capability-building strategy, including role-based learning paths for Project Managers, Program Managers, and functional partners. - Coach PMO leaders and business stakeholders to strengthen execution discipline, decision quality, and accountability across the organization. - Establish and monitor PMO performance metrics, providing visibility into delivery health, risks, dependencies, and systemic issues. - Identify and address enterprise execution challenges by facilitating cross-functional alignment and driving sustainable improvements. - Ensure PMO processes, governance artifacts, and reporting meet internal standards, compliance expectations, and audit requirements. - Provide clear, concise, executive-ready communications to senior leadership, including recommendations, insights, and structured decision support. Experience & Skills - Typically 15+ years of progressive experience in PMO leadership, R&D Operations, Business Excellence, or related roles within a complex, matrixed, and regulated environment. - Bachelor’s degree required; Master’s degree or MBA strongly preferred. - Demonstrated success leading process improvement, PMO transformation, and/or operational excellence initiatives. - Strong understanding of project and program management disciplines, governance models, and execution operating rhythms. - Proven experience working effectively within regulated product development environments, with a clear understanding of Design Control principles and boundaries. - Lean Six Sigma Black Belt or Master Black Belt certification strongly preferred. - Exceptional ability to influence without authority and operate effectively with senior leaders in ambiguous, complex environments. - Excellent written and verbal communication skills, with the ability to synthesize complex topics into clear, actionable, executive-level messaging. - undefined Johnson & Johnson is an Equal Opportunity Employer.
