CONSULTANCY : Distance learning course on Interoperable data exchange in Hydrology (French) SSA-2026-HMDM-ESDP-9

Background The WMO HydroHub recognizes that data sharing is often technically prevented by the lack of knowledge about basic Information and Communications Technology (ICT),  and readily available data exchange standards, WMO regulations and tools. To close this knowledge gap and contribute to the advancement of hydrological data exchange at national, basin-wide and global scalesworldwide, the WMO HydroHub has developed and carried out successfully the Distance Learning course "Interoperable Data Exchange in Hydrology" in English (in 2022) and in Spanish (in 2023). In 2026, the WMO HydroHub is organizing its third Distance learning course, in French. In view of this, the consultancy will cover the preparation, delivery and facilitation of the course.  The course consists of: - 13 distance learning lessons; - five subtitled videos; - four online quizzes; - final assignment. Duties and Responsibilities Under the overall supervision of the Project Coordinator, Global Hydrometry Support Facility (WMO HydroHub), and the guidance of the Scientific Officer – Hydrological Observing Systems , the incumbent will act as consultant and will perform the following tasks: - Quality check the course material, lessons and quiz on the WMO Education and Training Programme Moodle site; - Prepare a course introduction video; co-organize and facilitate the course delivery (including webinars). Moderate the course forum by addressing questions and initiating discussions; - Review of the submitted final assignments of the Distance Learning course; - Assist in the delivery of Certificate of Completion. Deliverables - Finalized Moodle course page; - Two webinars, review of assignments submitted by participants, and a short summary report (including the list of successful participants and feedback on the Distance Learning course).   Required Skills and Experience Education:  Master’s degree or Equivalent (PhD is an asset) in meteorology, hydrology, or a closely related field Experience: - More than 10 years of experience in Hydrology, Meteorology and related fields. - The consultant must have experience in designing and delivering distance learning courses on hydrology for the staff of national agencies. - In-depth knowledge on topics related to hydrological database management systems, data standards, modelling and forecasting. Other Requirements:  - Familiarity with the Moodle learning platform  Languages:  - Excellent knowledge of French and English (both oral and written) (Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.) Salary and Allowances: - Band C: 390.00 – 560.00 USD per day depending upon experience, knowledge and skills.
