The Texas Comptroller of Public Accounts is seeking a Human Resources Operations Specialist to join their team. This role involves managing core HR functions, ensuring compliance with laws, and supporting the agency's strategic direction in staffing and employee engagement. Responsibilities - Manages the day-to-day activities of the HR office - Provides comprehensive administrative and technical support, including reception, call management, mail processing, appointment scheduling, and customer assistance - Processes employee name change requests and updates corresponding HR documentation and forms to maintain accurate records - Completes employment and mortgage verification requests accurately and in a timely manner - Provides technical customer assistance as needed - Coordinate the maintenance and analysis of human resources automated systems, files, records, and reports/or requested by applicants in person, by phone, via email, and/or other written inquiries - Works collaboratively with internal customers to identify, research, troubleshoot, communicate, and resolve Performance Evaluation and Personnel Action Forms issues - Administers and tracks employee leave programs including administrative, bereavement, and wellness leave, ensuring compliance with policy guidelines, timely documentation - Oversee HR budget functions including vendor invoicing, workers’ compensation and insurance coordination, contract management, and compliance reporting - Processes employee travel reimbursements promptly and accurately, adhering to internal expense procedures - Reconciles monthly P card statements, provides supporting purchase documentation for the team - Maintains and improves record keeping systems to ensure alignment with state and federal requirements - Provides technical assistance in records maintenance, records retention, and agency policies and procedures relating to Human Resources records keeping and filing systems - Provides instructions to applicants, submits requests to vendors, provides reports to management and results to the Talent Acquisition Specialist - Assist with New Employee Orientation (NEO) - Coordinates full onboarding processes, including personnel action forms, required documentation, communications, and workspace/logistical setup - Process I-9 and E-Verify for new hires - Provides backup for HR training to new hires during NEO - Performs special projects and other duties as assigned. Including but not limited to: Assisting the SECC Coordinator during agency’s annual State Employee Charitable Campaign (SECC) and wellness initiatives - Back-up to other operational support staff for purchasing, contracts, and travel - Digitizing paper files into an electronic format. Includes scanning, organizing, and entering data into an electronic system - Serves as the additional Safety Officer for HR when in-office - Updates and maintains the agency HR bulletin boards - Manages the division’s personnel records and files - Maintains confidential records and files in accordance with standard records management procedures - Serves as HR point of contact for records retention and coordinates terminated personnel files, hiring selection packets, and benefits records to send to the State Library following the agency records retention schedule - Serves as division coordinator for personnel file room access and pulls files for HR management and Executive review - Performs other duties as assigned including but not limited to serving as back-up to the HR Open Records Coordinator, Training Coordinator, Property Coordinator, Division Security Coordinator, and Purchasing Liaison Skills - Bachelor's degree - 1 year of experience in Human Resources Operations - Experience in Human Resources Process Management - Bachelor's degree in Human Resources, Business, or Psychology - Experience working in a Human Resources office providing administrative or technical assistance to staff - Experience working with the Centralized Accounting and Payroll/Personnel System (CAPPS) - Experience using computer applications to include Access and/or SharePoint - Experience in one or more of the following: state purchasing, property, security coordinator and open records - Preferred: Professional Human Resources (PHR) or Senior Professional Human Resources (SPHR) and/or SHRM-CP, SHRM-SCP Benefits - Insurance - Retirement plans - Flexible work schedule Company Overview - The Texas Comptroller of Public Accounts manages funds for the world’s 8th largest economy, processes millions of paper and electronic tax returns each year and continually searches for innovative solutions to streamline operations at one of Texas’ largest state agencies.
